How many seconds since 1900

WebI need a function to calculate the date from a given number of seconds since 0:00 Jan 1, 1970 - an vice versa. If not a C function then just the logic will do. I've spent a while trawling the web, but no success - it seems like it's one of those things nobody seems to write from scratch any more. Any help would be most appreciated.
